Europe signed the new treaty

It 'was signed today in Belem, Portugal, the new European treaty reforming the European institutions, adapted to the needs of the 27 Member States which are part of it. What's leading the European Treaty is the birth of President of the European Council, elected for two years and a half, which replaces the presidency a period of six months, now assigned to permier country office, and the birth of the representative of 'Union for the common foreign and security policy, with the dual role of Vice-President of the European Commission. This new figure, which in the draft constitution was the "EU foreign minister", sostuisce the position now held by Javier Solana as High Representative for foreign policy, only expression of the European Council, and EU Commissioner for External Relations, Today Benita Ferrero-Waldner.

It 'was also strengthened the role of the European Parliament, which will have more power in relation to the EU budget and international agreements, is also extended to almost all subjects, including those riguradanti justice, security and immigration, the procedure co-decision, under which the Assembly in Strasbourg has a position of equality with respect to the Council. It also strengthened the role of national parliaments that will oblige the Commission to review each project and having to justify any refusal to take account of criticism.

Born the right of withdrawal, namely from today, and for the first time in a European Treaty, it is acknowledged to the Member States the right to withdraw from the Union, even though the conditions must be negotiated with other countries, also the Union European, will have legal personality, can ensure a greater bargaining power in the international arena.
